Stafford adopts comprehensive fair housing ordinance, spending plan.

NJ STAFFORD — Stafford Township Council adopts comprehensive affordable housing ordinance settling federal fair housing litigation. The council voted unanimously to approve Ordinance No. 2026-02, implementing the Fourth Round Housing Element and Fair Share Plan, which mandates a 20 percent affordable housing set-aside for qualifying developments and establishes strict controls on rents and sales prices for low-, moderate-, and very-low-income units. The adoption follows a January 30, 2026 consent order with the Fair Share Housing Center.
Resolution 2026-91 simultaneously approved the Fourth Round Affordable Housing Trust Fund Spending Plan to allocate municipal resources toward meeting affordable housing obligations. The council also adopted six companion ordinances on second reading addressing smoking regulations, food establishment standards, and property easement acceptances.
